Returns the list of tools available to the AI agent in OpenAI-compatible format. Currently includes RAG tools (semantic, keyword, hybrid, knowledge graph, graph traversal) and memory tools (search, store, stats).

- MemoryStoreTool: Store facts for future recall
- MemoryStatsTool: Check memory system health and population
